It seems that Hawaii legislators’ resistance to the encroachment of gambling is beginning to fade with each passing year. They have conceded that gambling may provide the tourism boost much needed by the state, and two new bills could pave the way for a legal market to finally become a reality.
Senate President Ronald D. Kouchi has introduced bill SB3376. It would create a limited online-only market in which just one operator could provide its services. It puts the power in the hands of the newly created Hawaii Gaming Control Commission (HGCC), which would get to choose one operator for a ten-year renewable license.

The chosen operator could offer sports betting and online poker. It would then have to provide 70% of its profits to the state through tax, but thankfully for the operator this tax would reduce by 5% each successive year until it reaches a minimum of 5%.
Commenting on the reason for the bill, Kouchi said he intends to “protect Hawaii residents who gamble on the internet, and to capture revenues generated in Hawaii from online sports wagering and poker.” He added that his proposal provides a “secure, responsible, and legal system” for gambling.
Meanwhile, Rep. Daniel Holt has introduced House Bill 2765 to allow online betting only. It would permit commercial sportsbook operators that hold licenses in at least three states to apply to Hawaii, also leaving the licensing fee and tax rate up for discussion. Holt was behind last year’s failed effort to get online gambling over the line in Hawaii.
Hawaii’s legislative session runs through May 3.
